The Santa Clara County EAC is composed of employee volunteers representing a cross section of business and industry. EAC’s were developed to promote a stronger partnership between the California Employment Development Department (EDD) and the business community.
Our Mission Statement
To provide local employers with education relevant to employers’ concerns, a better understanding of the resources available through the Employment Development Department (EDD) and the California Employer Advisory Council (CEAC) and a vehicle by which to have an impact on EDD programs.

About the Speaker: William Betley
William Betley is a partner of AALRR’s Private Labor and Employment Practice Group and practices in all areas of employment law, including unlawful harassment, discrimination, wrongful termination, employee classification, and wage and hour. Mr. Betley is a frequent speaker on numerous employment issues, Board member for Inland Empire SHRM, Chairman of the Inland Valley’s Employer Advisory Council (EAC), current Region 7 Vice President, and former President of the California EAC. Mr. Betley was admitted to practice law in California in 1984. Mr. Betley is listed in the National Registry of Who’s Who for Attorneys in the United States.

Janice Moan – Chairperson
Janice Moan has been the Chairperson for the Santa Clara County Employer Advisory Council (SCCEAC) for the last four and half years and has served on the Board for the last 14 (plus) years, including periods as the Vice Chair and Marketing/Publicity Chair. Her years of experience with the EAC organization and enthusiasm are invaluable in meeting the objectives of the organization. During her tenure on the board, the SCCEAC has won the “Outstanding EAC of the Year” award from the California Employer Advisory Council (CEAC) for 2003, 2009, and 2013. The SCCEAC is financially stable in terms of finances and membership averaging 74 attendees in 2015 for monthly meetings (9 per year) and membership has recently peaked at 114.
