Welcome to Solano and Napa County Employer Advisory Council (SNEAC).
Solano/Napa The Solano/Napa EAC is composed of employer volunteers representing a cross section of business and industry. The EAC was developed to promote a stronger partnership between the California Employment Development Department (EDD) and the business community. Its commitment is to assist employers in conducting their business more effectively and efficiently, to provide information on employment related issues, and to enhance the communication between EDD and the private sector.
Solano/Napa Counties is a member of the California Employer Advisory Council (CEAC), which is a nonprofit, statewide umbrella organization for over 50 EACs throughout the state. The CEAC provides links between employers, EACs, the EDD and the U.S. Department of Labor. While Solano/Napa Counties EAC works with the business community at a local level, the CEAC represents all California EACs at the state level. It tackles state and federal employment issues, communicates with legislative representatives and gains grass root support on legislation.

Now retired, R. Brian Dixon provided employers with a full range of counsel and legal representation with particular expertise in all aspects of employee compensation, including:
- Minimum wage
- Prevailing wage
- Overtime compensation obligations
- Incentive compensation plans.
He represented employers before state and federal courts and in compensation disputes and audits involving the Department of Labor, California’s Division of Labor Standards Enforcement, and the enforcement agencies of other states and private plaintiffs.
He had specific experience with:

- The Americans with Disabilities Act
- The Age Discrimination in Employment Act
- The Immigration Reform and Control Act
- The Fair Labor Standards Act
- The Service Contract Act
- The Davis-Bacon Act

Membership Dues
Solano Napa EAC does not have a yearly Membership dues. We provide Seminars and Webinars with a fee and your fees go to a scholarship fund or veteran award. You are automatically an Solano/Napa EAC member once you have paid your first seminar or webinar event and are entitled to all of our membership benefits. Join our local Employer Advisory Council and become part of the statewide California Employer Advisory Council (CEAC), an organization that assists the employer community to do business more effectively and efficiently. Webinar fees are normally $75 for your first webinar for 2022 and discounted afterwards. Our EAC provide the following benefits well through December 31, 2022:

As a member of the Solano / Napa EAC, you have access to benefits including the Management Hotline staffed by a labor law attorney providing legal assistance to specific questions regarding employer-employee issues and the Conflict Resolution Help Line operated by a behavioral strategist and expert on employee engagement assisting in resolving conflict, communication, and behavior issues within the workplace.
