About Us
The goal of the Greater Stockton Employer Advisory Council (GSEAC) is to promote a stronger partnership between the Employment Development Department (EDD) and the business community of San Joaquin County. GSEAC members are a cross section of local employer volunteers who join with EDD staff to assist the employer community to do business more effectively and to promote communication.
Our focus as a community-based organization is to the employer community, with emphasis placed on issues important to Human Resource departments and to business owners and their employees who make up our diverse community.
The GSEAC’s Board of Directors is a diverse group of professionals who work hard to engage experts in the field of employment law to provide important information about hot topics that affect the employment relationship.
The GSEAC is an award winning organization, honored at the 2014, 2008, and 2001 CEAC Conferences as Outstanding Employer Advisory Council in the State of California! Three of our Past Chairpersons have been selected as the Outstanding EAC Chairperson of the Year – Mark Wilbur in 2010, Pam Ulyshen in 2009, and Vicki Ulm in 2002.

The GSEAC received recognition as the 2014 Employer Advisory Council of the Year
Donations and Community Involvement
- Annually, the GSEAC donates scholarships to students who attend local community colleges and who are moving on to four year educational institutions.
- Annually, the GSEAC attends a number of community events, including the State of the City, the Industrial Technology Barbeque, the Fall Trade Show Mixer, the Veterans Stand Down, the “Pins for Pixie” event, the Stockton Regional Public Agency Consortium, and many more. The GSEAC also makes donations to a number of local charity organizations including the Stockton Family Shelter, the Stockton Homeless Shelter and others.
- Each year at our November meeting, we hold an annual toy drive where the price of admission is a new toy. We also collected multiple car loads of toys, diapers, and toiletries. All of the items that we collect are delivered to the Stockton Homeless Shelter. Our December meetings are also graced with wonderful entertainment. Recent performers have included the Stockton Youth Chorale and the Beta Pi Chapter of Phi Mu Alpha Sinfonia Music Fraternity from the University of the Pacific.

This year we are accepting cash and check donations. Checks should be made payable to the Stockton Homeless Shelter, but sent to the GSEAC mailing address or, preferably, brought to our meeting. At the September seminar, the GSEAC board is matching all monetary donations given on behalf of the shelter.
Mark Wilbur – EAC Chairperson of the Year – 2010
Mark Wilbur served as a member of the Greater Stockton EAC Board from 2005 to 2012 and was an outstanding Chairperson for two years. He led by example both on and off the Board. Mark made countless contributions both personally and by increasing the involvement of local businesses. He was committed to providing valuable information and speakers to members and constantly worked to better the organization. His creativity, enthusiasm and compassion led the Board into fund raising events when disaster struck world-wide and locally with contributions for local veteran groups and other charities. The Greater Stockton EAC is a stronger organization today as a result of the impact that Mark has made.
Pam Ulyshen – EAC Chairperson of The Year – 2009
As Chairperson of the Greater Stockton EAC, Pam led the way to serve its membership with outstanding, quality education; provide access to and communicate employment and legal information; involve the board and membership in making a difference in the community; and to meet the needs of large and small employers in the Greater Stockton area.
Pam is a role model as a leader and a peer. Pam is always Positive, having a smile and looking for the best in everyone and every situation. Pam is Ambitious, forging better ways to do what we do, overseeing providing the best speakers, and proactively leading the 2008 EAC of the Year. Pam is also a supreme Motivator, one with an abundance of energy, always having an encouraging word and attitude, which continually brings out the best in people and in situations.

The GSEAC gives two $500 scholarships each year.
